If the event is in the evening...i'd also go a little bit more drammtic than if it was during the day... regardless if its day or night time..you can always pull off the smoked eye... just make it a little darker for the pm!

okay for a semi formal it doesn't have to be over the top. eye liner, eye shadow (that matches your dress), mascara, and maybe just a touch of blush on the cheeks.
a tip with eye make up- i read that you should never use the same color that you have for your eyes, so for you, no blue eye shadow.... just an FYI for you :)
