Do you have long legs? Wear a shorter (but not too short!) cocktail dress with interesting designs with bare legs and strappy heels.

you sound really cute. for a dress use colorful fabrics that will make your hair pop. i think pinks, blues, greens, or even yellows would look great on you. it depends on what length you want the dress to be, but try places like hollister, nordstrom, macy's, or bloomingdales. your hair should be natural but still cute. curl it and pin back the top and then just leave your bangs the way they are. your makeup would be cute natural on the eyes and cheek and then a bright pink or something. hope this helps!
